Lower Back River Neck Community Action Plan
This final report and related research material is the product of the Lower Back River Community Action Plan Committee. The research material has been posted on this web-site for your reference for nearly two years. The main LBRN committee consisted of 28 local residents. These citizens volunteered their time to meet on a regular basis for over a two year period to develop this plan. The final draft of the 2009 Lower Back River Community Action Plan is the document used to represent the best judgment of the committee on various issues regarding the ten year master plan. The sub-committee research reports, found at the bottom of this page, were used by the main committee to make those judgments. Please note not all of the subcommittee recommendations were adopted and in some cases additional recommendations were added by the main committee.

Vandermast Cul-De-Sac
The icons to the right are documents regarding efforts by HNCA and those nearest a proposed isolated Cul-De-Sac to relocate the Cul-De-Sac. Efforts to encourage the county and developer to honor statements made within the GARC report have failed. The Baltimore County Deputy Zoning commissioner has failed to enforce the developers promises (see the text highlighted in red in the the May 1, 2008 GARC report.) This matter must and will most likely be appealed please follow the issue closely.

On May the 5, 2006 the HNCA and HNLP development deal was entered into the court record, all appeals dropped, the prior decision of the zoning commissioner rescinded and all parties united behind the project. The zoning commissioner ordered the agreement between the parties be made part of the county file and required the county government enforce those conditions.
We will soon see the abandoned 40 to 50 summer cottages removed and welcome 101 new homes to our community. The north shore of Marmas Cove has been spared from development. The development impacting the north shore of Hawk Cove at Brown’s Cove road and Holly Neck Rd was reduced to a single structure containing five villas and the majority of the new dwellings will be out of the flood plain.
Some minor details were redlined on exhibit “D” (the development plan). Most of the details were the product of compliance with county regulations. Among the regulatory details the government required were the widening of certain roadway surfaces to accommodate emergency vehicles, an accessible water supply for the community piers and that the bio-retention areas be turned over to the county.
There was a last minute request by local residents at the end of Holly Neck Road to close public access to Breezy Point circle. The developer included this request in the plans however the zoning commissioner assured those at the hearing that a separate public hearing was necessary on this matter. The attorney representing the developer(s) assured the commissioner and county that the final outcome of this road closure issue would not affect the status of the agreement with the Holly Neck Conservation Association.
